The Pennsylvania Training and Technical Assistance Network (PaTTAN) is an initiative under PDE that was designed to improve results for students with disabilities. It provides training, technical assistance, on-site support, and resources to schools and educators, particularly focusing on special education and evidence-based practices.

The Office of Vocational Rehabilitation's (OVR) primary purpose is to assist persons with disabilities prepare for, obtain, or maintain employment. OVR provides services to eligible individuals with disabilities, both directly and through a network of approved vendors. Services are provided on an individualized basis. The OVR counselor, during face-to-face interviews, assists customers in selecting their choice of vocational goals, services and service providers. 

OVR is a state agency that also assists students with disabilities in preparing for, obtaining or retaining employment.  The services provided by OVR are free to individuals who meet income criteria.  OVR can provide a wide range of individualized services to eligible applicants, which may include but are not limited to the following:

• Pre-Employment Transition Services
• Vocational Counseling and Guidance
• Funding for Post-secondary Education/Training
• Restoration Services
• Job Placement Assistance
• Assistive Technology
• Support Services
• Paid work based learning experience in the community

Students have the opportunity to participate in OVR Early Reach presentations in grades 9-10 (per the availability of the Early Reach Coordinator (ERC) and district staff). Based on student interest, these presentations can focus on skills for living independently: self-advocacy, budgeting, OVR 101, and many more topics. When a student reaches the age of 16 or is in 11-12th grade, they can meet with the OVR counselor and potentially open an OVR case if eligible.

To open an OVR case you must complete the OVR-244 release before scheduling a meeting with the OVR counselor or participate in any OVR services.

For additional information related to OVR and/or self-referrals, call their main office line at 412-392-4950 and speak with the intake clerk on duty. You can request that the pre-application form be emailed or mailed to your residence. Alternatively, you may register online and complete a referral form by selecting “Request Staff-Assisted Services” at: pacareerlink.pa.gov/jponline/Common/Registration. It is highly recommended to coordinate with the assigned OVR representative for Thomas Jefferson High School if still enrolled in the district.

The Allegheny County Department of Human Services (DHS), Office of Developmental Supports (ODS) registers eligible Allegheny County residents with the following disabilities/conditions to connect them with Supports Coordination and other supports and services.

• Intellectual Disability (ID)
• Autism
• Developmental Disability (DD) prior to age 9
• Medically Complex Condition (MCC) prior to age 22

The Office of Intellectual Disability (OID) is the county’s public office that provides eligible residents with services, programs and opportunities that support participants in living a normal life in their community. Those who may be eligible to register with OID include: Individuals with intellectual disability, individuals with autism, and children with developmental delays. Participants must meet all PA Department of Human Services (PA DHS) Office of Developmental Programs (ODP) established criteria.

As defined by PaTTAN and PA Secondary Transition, “transition planning is the process of helping students with disabilities get ready for life after high school. This includes planning and preparing for employment, further education or training, and living independently. The plan is part of the student’s Individualized Education Program (IEP) and involves setting goals and learning skills needed for adulthood. Transition planning begins during the year in which a student turns 14, or younger if determined appropriate by the IEP team.”
